  Some of the issues involved in managing HEP software development in a distributed environment will be presented. The following topics will be covered: A description of the problem to be solved; Past solutions used for Fermilab Collider Run I; Goals for the Run II development environment; Formation of a CDF/D0/FNAL Computing division group to find and implement a common solution; Use of the chosen tools within CDF and D0; Some thoughts on the software development process and how we might learn from Open Source methods.
